On March 1, 2023, Special Representative of the Chinese Government on Eurasian Affairs Li Hui met with Minister of Foreign Affairs of Azerbaijan Jeyhun Bayramov. Ambassador Guo Min attended the meeting.

Special Representative Li Hui conveyed to Jeyhun Bayramov the cordial greetings and best wishes from Director of the Office of the Central Commission for Foreign Affairs Wang Yi and Foreign Minister Qin Gang, and pointed out that, China and Azerbaijan are good friends and partners of mutual trust and sincere cooperation. Last September, President Xi Jinping and President Ilham Aliyev successfully held a meeting in Samarkand，together making a top-level design and strategic plan for the development of China-Azerbaijan relations. Chinese side is willing to work with Azerbaijan to continuously deepen political mutual trust, strengthen the exchange of experience in governance, promote the joint construction of the "Belt and Road", and jointly implement the Global Development Initiative and the Global Security Initiative to promote China-Azerbaijan relations to achieve more results.

Jeyhun Bayramov spoke highly of Azerbaijan-China relations and pointed out that Azerbaijan attaches great importance to developing relations with China. The high-level political dialogue and good personal friendship between the two leaders have injected strong impetus into the development of bilateral relations. Azerbaijan thanked China for its strong support in fighting against the COVID-19, and reaffirmed that Azerbaijan will abide by the One China Principle, fully implement the important agreements reached by the two leaders, continuously expand the breadth and depth of bilateral cooperation, and promote bilateral relations to a new level.
